• [NEWS] PH Resorts Group Holdings [PHR 3.04 ▲1.33%] gets FOO approved by PSE... here comes the dilution. PHR is the travel and gaming subsidiary of Dennis “Davao” Uy’s Udenna Corp, and is looking to raise P1.125bn in a follow-on offer (FOO) to build an integrated resort (casino integrated with a hotel with restaurants) in Cebu. PHR is selling 450,000,000 new common shares at an implied price of P2.50/share. COVID has delayed the construction and opening of the resort, which Udenna expects to have fully opened by Q2/22, with a soft opening in late 2021.
  
  • MB: The FOO also lifts the public ownership (free float) of PHR above 10%. The PSE has made moves that indicate it will press to raise public ownership levels, so perhaps DAU is getting out in front of the PSE a bit here and killing two birds with one stone (lack of funds + lack of public ownership). The P.2.50/share price that’s implied by the P1.125bn raise through selling 450m shares is about 17% lower than PHR’s Friday close of P3.04/share. The new shares represent a 9.4% increase in the outstanding shares of PHR. This isn’t the only DAU-affiliated company that is in need of capital.
• [UPDATE] Converge ICT’s [FIBER 24.00] US investor to unload 1 billion shares at IPO... the US investor is none other than Warburg Pincus LLP (WP), which invested US$225m (P12.4bn) in FIBER in 2019 through its subsidiary company, Coherent Cloud. WP plans to convert its preferred share holdings to common shares on the date that FIBER gets priced, and then to sell 1.011 billion common shares in the IPO (almost half of its 2,045 billion shares in FIBER).
  
  • MB: This means that the secondary share sale will almost entirely be to WP’s benefit, meaning that it does not look like The Other Dennis Uy is cashing out his chips in this transaction. WP, for its part, is looking to sell half of its original US$225m investment for P24bn, which is approximately US$495m. That’s a 4x return in just over 1 year of investment. From WP’s point of view, that’s a fantastic deal, but from a prospective FIBER investor’s perspective, I’m left to wonder what this deal has in it for them. FIBER’s expansion program sets a goal to reach 55% of Filipino households by 2025.
• NEWS Globe [GLO 2120.00 ▲0.95%] ramps up fiber roll-out... in completely unrelated news, GLO has increased its fiber network roll-out by 50% this year. Cebu and Davao Del Sur have been the recipients of the most aggressive GLO activity, but GLO has been busy to “fill the gap on home broadband access”. BODY
  
  • MB: While FIBER has been the fastest growing broadband provider in the Philippines, the incumbents won’t just roll over and die and hand out marketshare left and right. FIBER will either have to take the share from GLO (and the rest of the existing providers), or it will have to make new markets before GLO and the incumbents get there first. Looks like GLO is trying to head FIBER off at the pass by getting its fingers into whatever new markets FIBER might have had its eyes on. I can’t tell from here if these new markets were just the easiest for GLO to tap, or if these were more strategic moves meant to take away FIBER’s easiest low hanging fruit. GLO trying to starve the FIBER fire before it even sparks?

Macau since 1949:

Since the end of the Chinese Civil War, Macau has grown tremendously in regional significance, shifting from a valuable entrepôt to one of the largest hubs in the Far East. The vast majority of refugees who fled to the territory have been allowed to stay, with 150,000 having already secured territorial residency (the closest thing to citizenship for non-ethnic Portuguese in the overseas territories at present), bringing the total resident population up to 350,000 (the remaining 150,000 have ten-year work permits). Of the 300,000 residents who have arrived since 1939, approximately 100,000 have settled on the Macau Peninsula, 50,000 on Colaone Island, and 150,000 on the previously under-populated Taipa Island (see map as attached). This has left much of the territory covered in slums, although a central government-supported programme to provide interest-free mortgages to refugees and new residents has led to the establishment of medium-quality, high-density housing across much of Taipa Island and the Peninsula. Small scale industry and locally-owned businesses have also taken off across the territory, as migrants attempt to start a new life in the bustling city.
The Macau of 1957, therefore, finds itself with an affluent centre of business on the Peninsula, flanked by emerging neighbourhoods and slums in the south and east, a highly-populated emerging cityscape on Taipa Island, with a central nucleus of emerging neighbourhoods (predominately featuring high-density, apartment-style housing) surrounded on all sides by slums and small scale factories, and a still under-populated Coloane Island, which presently boasts some slums, farms, factories and traditional villages.
The vast majority of small scale industry in Macau consists of textiles manufacturing in factories set up by the migrants. That said, larger-scale industry has also emerged, including a major bicycle factory near the border with China and a rifle manufactory on the southern tip of the Peninsula. This is emblematic of the territory’s economic ascendance, as is the arrival of new waves of ethnic Portuguese, who have brought the European population of the territory up to 13,000 since 1949.

Commercial opportunities:

The signing of the Sino-Portuguese Free Trade Agreement (SPFTA) in 1956 has dramatically improved the economic prospects of Macau. Indeed, the near-complete removal of Chinese import tariffs on Portuguese luxury goods has resulted in the establishment of a number of luxury goods production facilities on the Peninsula, as well as the proliferation of dozens of prestigious vendors in the affluent portions of the isthmus. In addition to the basic textile manufactories set up by the migrants, a number of fashion outlets have also been established for upper-class visitors, and for deliveries to customers in China, Hong Kong, Japan, Australia and Southeast Asia. Jewellers, shoemakers, watchmakers, tailors, cordwainers and bag markers have all set themselves up in the territory, where they create their products, sell them to visitors and also export them abroad. Distilleries have also become popular, with the territory developing a positive reputation for its fine, locally-distilled whiskey, rum, gin and baijiu. An emerging brand of dark rum, known as ”Ventos Orientais”, has grown particularly popular. The rum is recognised for its distinctive flavour, being the only major rum brand to use Timorese sugar. Tobacco companies have also established high-end stores on the Peninsula, where they sell a number of recognisable international cigarette and cigar brands.
Otherwise, with the significant reduction of Chinese tariffs on precision-made products, a number of manufactories have popped up on Coloane Island, producing measuring equipment, precision medical supplies and levelling tools.
The Banco de Macau, meanwhile, has left a permanent mark on the territory by becoming the first enterprise to construct a ‘skyscraper’ (as they’re being called) in Macau, building its new corporate headquarters on the western side of the Peninsula. It has been joined by the Macau-Beijing Investment Bank and the Banco Afro-Eurásia, which have also begun construction on smaller, albeit impressive skyscrapers. Regrettably for the Banco Português do Continente e Ilhas and Montepio Geral Bank, who do not have enough capital for a skyscraper, three-storey office buildings have had to suffice.
In many cases, these banks have been instrumental in financing the recent expansion of the Macanese economy. The Banco de Macau and the Banco Afro-Eurásia, however, have sought to increase their regional presence even further by expanding into Thailand, the Philippines, Japan, Singapore and Indonesia. The Banco de Macau, in particular, is expected to make major investments in Japan, Thailand and Indonesia in the coming years.

Tourism and entertainment opportunities:

The recent introduction of Western gambling to Macau, along with the Banco de Macau’s heavy investment in new casinos, has led to a proliferation of the gambling industry across the territory. Dozens of small to medium, high-end, Western casinos now dot the Peninsula, while a number of traditional casinos have emerged on Taipa Island. Along with the emergence of a luxury shopping culture, the new casinos have proven extremely popular with affluent visitors from China, Hong Kong, Japan, the West and Southeast Asia. Many new hotels are being founded on the Peninsula to meet this demand, as well as a new, game-changing casino known as Casino Lisboa, which shall open its doors in 1960. Quite expectedly, the proliferation of gambling across the territory has only poured fuel on the metaphorical fire that is the gambling syndicate rivalry. New syndicates are now competing for an increased market share as outside factions interfere with the rivalry (see: the banks and Triads) and older syndicates desperately battle to preserve their local hegemony. Already, this rivalry has been given a morbid monicker, becoming known as the ”Bloody Game (残忍赛)”. This name is quite deserved, given that syndicates of all sizes have gained a reputation for sabotage, death threats, murder and murky alliances with the Triads as their deadly rivalry spirals out of control.
Beyond the casinos, new bars, restaurants and nightclubs have been established across the territory, catering almost exclusively to high-end visitors and the Macanese elite. The combination of modern, dimly-lit bars, domestically-made liquor, prestigious fashion brands, international visitors and high-stakes games of poker have given Macau a distinct flavour, with the city increasingly being known as the ”City of Jazz (爵士城)”. Regular ferry trips between Hong Kong and Macau, coupled with daily/weekly flights to Tokyo, Beijing, Singapore, Manila, Shanghai and Bangkok are only improving this reputation.

Future infrastructure:

The huge population increase on the Taipa and Coloane islands have put immense strain on the intra-Macau ferry service. Hoping to alleviate this strain, the Macanese territorial government has announced a new project to connect Taipa Island to the Peninsula with a new bridge. Inspired by the Ponte de Liberdade in Lisbon, and designed by the same engineers, the bridge is expected to be completed by 1965 (marked in red on the map). The bridge is to be named in honour of the territory’s outgoing Governor, Joaquim Marques Esparteiro, being called the Ponte da Esparteiro.
Otherwise, recognising the strain which Macau’s rapidly-increasing population has had on the geography of the territory, a major land reclamation project is to be undertaken on both the Peninsula and Taipa Island. Zoning will take place ahead of time for the planned land, allowing preemptive property sales to help fund the project. Dutch engineers will be brought on for the project as a result of their vast land reclamation experience. Additionally, the Portuguese Navy is to assist with the project by providing auxiliary vessels where relevant. The new Peninsula-Taipa bridge will only extend across the stretch of water between the reclaimed land, with the connecting road that passes over the reclaimed land simply being raised several metres above the ground. (Land reclamation areas are marked in blue on the map, along with their planned year of completion).
Finally, in order to prevent a potential bottleneck of manufactured goods produced on Taipa Island from blocking Macau harbour and the Ponte da Esparteiro, a new industrial dock is to be constructed on the island, to be completed by 1964 (marked in orange on the map).

Vice and crime:

As previously noted, the expansion of the gambling industry has also spawned an intense rivalry between the syndicates. Indeed, the increased prevalence of vice across Macau has created an opportunity for the Triads, who already enjoyed a strong Macanese presence before the territory’s expansion, particularly on Taipa Island, the Peninsula casinos and in the slums/emerging neighbourhoods in the north. As the "Four Major Gangs (四大黑幫)” of Shui Fong, Wo Shing Yee, 14K and the Big Circle Gang have grown in importance, they have gained large footholds in the new neighbourhoods, where they run extortion rackets and loan shark operations, targetting small businesses, nightclubs and traditional gambling dens. Human trafficking has also emerged as a dangerous front, as the Triads seek to smuggle in illegal workers and, in the case of the nightclub sector, “waitresses”. Finally, the counterfeiting of patacas (Macau’s currency) has increased prolifically, as the Triads seek to use fake currency to make large bets in the casinos.
Though Indonesia’s provision of detailed intelligence on Triad drug smuggling operations in Macau has resulted in a massive crackdown on that particular area of organised crime activity, the Triads appear to be gaining ground on almost every other front, creating a complex interplay between Macanese businesses, rival gambling syndicates, law enforcement, local politicians and the Four Major Gangs. Hoping to assist the struggling territorial police in eradicating bribery, human trafficking, extortion, loan sharking, murder and counterfeiting, the SIS (basically the Portuguese FBI/secret police) and the Customs and Finance Intelligence Service (CFIS) have created a joint task force known as Operation Varrer Profundo (Deep Sweep). This operation will see the two agencies create large, permanent offices across the territory, cracking down on the Triads and illegal gambling syndicate activity by sending in hundreds of agents. Thus begins what many expect to be a years-long cat and mouse game between Portuguese authorities, the Triads, the gambling syndicates, corrupt politicians and the business sector

INTRODUCTION

This article titled Duterte still waiting for China’s ballyhooed bonanza is written by RICHARD JAVAD HEYDARIAN a political analyst in Manila. Mr. Heydarian is affiliated with the Liberal Party, the establishment party that Benigno Aquino belongs to, that doesn't favor closer ties with China at the expense of sovereignty. While some people see Duterte as a anti-establishment candidate, in reality he is part of the elite, and is affiliated with former President Gloria Macapagal Arroyo that favors closer economic ties with China. This was evident when she was President.
In the article, Mr Heydarian argues that after 3 years, Duterte has very little to show for in actual investment from China. This is confirmed by this article Playing a losing game with China. All the Philippines has gotten from China right now is about a couple hundred million a year in Chinese investment mainly online casinos which most of the Filipino public and the Chinese government itself want Duterte to shut down. Cambodia shut their online Casinos last month, because of pressure from the Cambodian public and China.
The reality is as far back as a decade ago it was apparent that China didn't consider Philippines strategic. The US$24 Billion in aid and investment that China promised the Philippines was just a promise. Secondly, the reason why Chinese commitment to Philippines has been low is because its more careful lately with disbursing funds for BRI projects, and the Filipino themselves are very careful. Philippines overseas debt is 24% of its F/X reserves. Given China current account balance is moving to balance (small deficits/small surplus), China will be more careful how it lends money overseas in the long run.

SUMMARY

Despite China's highly touted Belt and Road Initiative, a US$1 trillion program to build infrastructure worldwide, Japan's infrastructure-related investments are still much larger than China's in Southeast Asia.
His comments came amid festering territorial disputes between the Philippines and China in the South China Sea, which have escalated since a suspected Chinese militia vessel rammed and sank a Filipino fishing vessel at the sea's Reed Bank in June.
China's promise of an infrastructure investment bonanza, funds that were supposed to drive Duterte's touted "Build, Build, Build" campaign, has not arrived, putting into doubt the wisdom of his mostly acquiescent policy in the South China Sea.
Ahead of his election in mid-2016, he made it clear that he prefers warmer ties with China, because "We have to talk and what I need from China is not anger. What I need from China is help to develop my country."
Three years later, among China's ten proposed big-ticket infrastructure projects, only the $60 million Chico River Pump Irrigation Project and another has apparently cleared the preliminary stages of implementation.
Philippine Finance Secretary Carlos Dominguez III has admitted to several "Roadblocks", including China's initial insistence on using renminbi in aid disbursement, heavy reliance on Chinese workers and managers, and an unwillingness to co-finance projects with other lenders such as Japan and the Asian Development Bank.

OPINION

WHY THE CHINESE DON'T CONSIDER THE PHILIPPINES IMPORTANT
Chinese don't consider the Philippines that important, because they are obsessed with the Malacca Strait. China has billions of dollars in Malaysian BRI projects, while very little infrastructure investment in both the Philippines or Thailand for example.
There are three reason for this.
The first is because of Philippines strict environmental laws, there isn't a lot of Chinese investment in mining unlike Indonesia or Myanmar.
The second is conceptual and historical. The Chinese have a 15th century view of Southeast Asia. At the time Philippines was a scattered collection of small kingdoms and tribes. Zheng He passed the Philippines as they sailed through the South China Seas, without making any stops. In contrast, the Japanese have considered the Philippines strategically important during the war and after the war. During the War the Japanese main invasion route into Southeast Asia was from Taiwan to the Philippines and down through Makassar Strait, capturing the oil fields in Borneo and finally to Java.
The third is Filipino are very pro-American, so relations could easily reverse once Duterte steps down.
HOW FAR CAN THE CHINESE PUSH THE FILIPINOS BEFORE THEY SNAP
Despite what many Mainland Chinese think, the friendliest country in Asia toward ethnic Chinese has been the Philippines, not Thailand. The last time there was serious anti-Chinese violence in the Philippines was 17th century. Unlike Thailand, the Philippines never forced Chinese to assimilate by closing Chinese language schools. Some Chinese assimilated, some didn't.
Over the past decade, there have been numerous incident between Chinese Coast Guard and the Philippines naval and Filipino fishermen. Here is a timeline of the incidents between China and the Philippines
Skirmishes, standoffs, harassment in West Philippine Sea
Between 2012-2016, there had been 8 incidents. In 2018-2019, there have been 10 incidents. In the South China Seas, Duterte appeasement of China only increase Chinese harassment, which sends the wrong message to other claimants - that appeasement will make it worse.
During all these incidents, the Filipinos never started like riots like Vietnamese did in 2014, leaving over dozen Mainland Chinese dead.
How do you think people would react in China? Riots were started over incidents with Japan. There are Mainland Chinese harassing people in foreign countries over Hong Kong.
In one incident this year, a Chinese ship rammed a Filipino fishing boat, sinking it. They left the scene, leaving 22 Filipino fishermen in the water. Someone could have died. The Filipino public were upset, but there was no demonstrations let alone rioting.
SOUTHEAST ASIANS OK WITH CHINA, BUT MAINLAND CHINESE NOT SO MUCH
Chinese think historical and hold grudges, Southeast Asian, particularly Filipinos don't, and are more worried about the present. Filipino's don't care how great China was in the past. They don't obsesses over the Japanese occupation like the Chinese do
Southeast Asia is different from the West, is ordinary people are less concerned with actions of the Chinese government, but with activities of Mainland Chinese in their respective countries. This in turn impacts the overall relations between countries and China. The two biggest areas of concern for Filipinos about Mainland Chinese are:

• Chinese investors have poured money into Online gambling industry in the Philippines that target the Chinese in Mainland China. This has brought an influx of Mainland Chinese workers. The first impact of these workers is to drive up rent and prices of apartments in Metro Manila. Secondly, most of the workers are working illegally, meaning they are working on Tourist visas, Thirdly, as in Cambodia, the online casinos bring a lot of illegal activity like drug use, human trafficking, extortion,,
• Most of the drugs (meth) comes from China, and Mainland Chinese gangs are the main suppliers. This is a long standing problem Despite the talk China hasn't done much to curb the trade. Drug lords in China protected by Communist Party officials, and some could even be members of the Party

The Chinese government recognizes both problems, and has told the Philippines government to ban online Casinos. My personal opinion is China could solve these problems and stop illicit transfers overseas, by legalizing casino gambling in Mainland China.
In my opinion, the only major benefit the Philippines has gotten with improved relations with China is the tourist numbering has doubled from 500,000 to 1,000,000. However, tourist number were increasing before the improvement in relations.
CONCLUSION
If I was in China's position, if I could get something for nothing, I would do the same. I think Duterte's mistake was over promising to the Filipino people of the potential China's bonanza. China didn't cough much aid or investment under Arroyo, and Duterte should have expected that policy should have remained the same.

• Her qualifications when she decided to run for senator as the 12th candidate of the UNA ticket after Joey De Venecia backed out.
• She didn't participate in any debate during her senatorial campaign.
• During the Blue Ribbon committee hearing on the Makati City Hall II parking building, Bondal and Mercado accused that she, with other members of her family, "amassed kickbacks from the construction of the controversial carpark building." Particularly, Mercado alleged she was involved in the "Makati City government's project of free birthday cakes to its senior citizens."
• On Hacienda Binay, she said: "How I wish we have a hacienda like that but it really isn’t ours."
• She was with her brother, then Makati mayor Junjun Binay, at the time of the incident involving security guards in Dasmariñas village.
• After the Ombudsman announced the suspension of her brother, ex-Makati mayor Junjun Binay, she accused "the Aquino administration of using the Office of the Ombudsman to discredit Vice President Binay and members of his family as the 2016 presidential elections draws near."
• After Trillianes accused her (and her sister) for misusing their PDAF allocations, she hits back by denying she ever received PDAF and challenging Trillianes to explain his DAP allocation.
• She received the most attention during the senate probe on DAP. Her grilling of Aquino's cabinet members received mixed reactions, some people praised her while others called out her hypocrisy (she called for Sec. Abad to attend the hearings while her dad snub the Makati City hall probe).
• Voted for Sen. De Lima's ouster when Sen. Pacquiao motioned for the Blue Ribbon committee chairmanship be vacated.
• Signed the adopted resolution (SRN 388) in support of the Declaration of martial law in Mindanao. She was absent during the joint session vote for the first extension. Voted for second extension of martial law in Mindanao.

It is becoming increasing clear that the Las Vegas shooter's (I refuse to use his name) motive is that he had a gambling problem and wanted to get even with the casinos - no matter the cost. Overlay that with psychopathic tendencies of not caring who gets hurt while he gets even and easy access to assault rifles and that is what is going on in a nutshell.
News reports document his making lots of large bets over a significant period of time, it was also reported that he lived in casinos for 3-4 months at time. These rooms are usually comped to players who the casino earns back its money in other ways.
While you cannot diagnose gambling problems based upon behavior alone; he likely had a gambling problem. He was most likely enraged at what the casinos "did" to him and the mass shooting was the best way he could punish them.
Think about it, Mandalay Bay has been hemorrhaging money since the attack because they have not been open for business. Going forward, the property is basically worthless as who would willing stay there? The gaming industry is now pooping their pants because if Vegas is perceived as unsafe, then there goes their bottom line and the entire economy of southern Nevada with it. It's a diabolical plan that just needs easy access to guns.
And by the way he might have gotten the idea/inspiration for this attack from a recent incident where 36 people were killed in a Filipino casino by someone with a gambling problem.

The Good News: Inflation
Do you hear that sound? That’s the sound of retail stores in India reducing their prices to a 3 month low. After rising for five straight months, retail inflation in February came down to 5.18%. This has been attributed largely to a fall in the prices of vegetables, pulses and fruits. While cereal prices remained the same, the dark lining is that prices of eggs shot up significantly. Time to substitute omelets with salads, perhaps? But that’s just the retail end of business. Coming to the wholesale side of business, inflation in wholesale prices fell for the 16th straight month and remained negative at -0.91%. The data comes from the Consumer and Wholesale Price Indices, which track retail and wholesale prices around the country.
The Bad News: Foreign Trade
Not to harsh your mellow, but stop rejoicing over the good news for a second and hear this. India’s February Exports decreased by 5.66%. If you haven’t been following the export numbers, and no one can blame you for that, this is the 15th consecutive month in which exports have decreased. Petroleum products was the dark swan as exports of gasoline, jet fuel etc. fell by 28%. The golden goose of the bunch was jewellery as exports of shiny rings and necklaces increased by 11%. Just to give you some perspective, our brothers to the north, the Chinese saw their exports fall by 25%. On the flip side, India’s imports also decreased by 5.03%. You win some, you lose some, right?
Rajya Sabha Feels Betrayed
Giving statutory backing to the unique identity number system, the Lok Sabha this week has passed the Aadhaar Bill. This newly passed bill is a significant instrument for the government’s Direct Transfer Benefits scheme for better targeting of subsidies. The argument against it was that it violated the Supreme Court order that said an Aadhaar Card cannot be mandatory but only voluntary. Now, if you remember your 7th standard civics syllabus, both houses of the parliament, the Lok Sabha and the Rajya Sabha, have to pass a bill for it to become a law. What your 7th standard civics textbook probably didn’t mention is the Rajya Sabha has no say in the matter if a specific bill is categorized as a “money bill”. Which is exactly what Finance Minister Arun Jaitley, who piloted the Aadhaar bill through parliament, did so that it can bypass the Rajya Sabha where Jaitley’s BJP does not have a majority. One can only imagine how emotionally hurt the Rajya Sabha was when the Lok Sabha went behind its back to pass the Aadhaar Bill.
It’s Raining Black Gold: Sweet, Sweet Oil
“Tass-Yurikah” sounds like an Urdu swear word, but it’s actually the name of a Russian oil field. Soon enough, it won’t even be entirely Russian anymore. A group of Indian oil companies signed a deal with Rosneft, the Russian oil company that owns Tass-Yurikah, to buy a 29.9% stake in the oilfield for $1.28 billion (₹8,505 crore). This puts the Indians in partnership with the British oil major BP who owns 20% while the remaining 50.1% is still owned by Rosneft. Deals to explore a possible stake sale in Vankor, another Russian oilfield, were also signed. This comes at a time when global oil prices are falling off a cliff, just like BJP’s poll numbers in that recent Bihar election. This also comes at a time when Russia’s economy is suffering from an acute case of international sanctions that were imposed on Russia after they snatched Crimea from Ukraine, just like the JD(U) snatched seats from BJP in that recent Bihar election. Too political? Thought so. Meanwhile, they just hiked petrol and diesel prices by 3.07/litre and 1.07/litre.
Ban on 344 Illegal Drugs
The government is playing the game that everyone knows it excels at - banning things. This time around, the health ministry has issued a ban on over 344 drugs. No, not the one’s that make you hallucinate or see sounds and hear colours, but the one’s that are pharmaceutical. Known as “combination drugs”, these drugs combine two or more drugs together so the patient only has to pop one pill instead of three. Technically, they were being sold illegally since none of them had approval from the central government, but had entered markets nevertheless after receiving blessings from only the state governments. At least this time around, the bans make more sense. Cough syrup Corex and the famous Vicks Action 500 were among the 344 substances banned. However, the Delhi High Court reversed the ban on Corex and is set to hear the case on March 21st after Pfizer (PFIZER), the company that makes Corex, sent lawyers marching down to the Court right away. Feeling a bit jealous of Pfizer, 21 other pharmaceutical companies, including P&G India (PGHH), the maker of Vicks, also managed to convince the court to reverse bans placed on their drugs as well.
Make Room for One More Tax
You know how countries sometimes impose tariffs on foreign goods to make domestic players competitive? Well, states across India such as Uttarakhand, Bihar and Assam seem to have forgotten that they are not independent countries but merely states within one. It’s okay, we all go through an identity crisis at some point. Lawmakers in those states have imposed an “entry tax” on e-commerce websites for selling products that were not made in those states - which sounds eerily similar to tariffs imposed by sovereign nations. What could make this worse? Almost half a dozen other states are also considering imposing a similar tax on e-commerce goods sold inside the state that were manufactured outside the state. If this goes through, you might have to foot the bill for your state’s poor manufacturing as online retailers pass these taxes on to the customer. Also, the grapevine has it that Amazon offered to acquire Flipkart for $8 billion (₹53,160 crore) last year, but the deal fell through. Make of that what you will.

The Asian gambling industry is gaining traction and increasingly more countries are interested in hosting land-based casinos. Most of the operators are based in the United States or Europe and they need local partners in the Philippines to tap into the immense potential of this market. This is not the only obstacle that they need to overcome, because apparently, the Philippines' Bureau of Internal Revenue is looking closer at this project. The authority intervened before when the Philippine Amusement and Gaming Corporation tried to strike a deal with another operator. The bottom line is that everything needs to be done by the book otherwise the obstacles to prove insurmountable and the expensive investment will be postponed indefinitely. On the bright side, past performance suggests that the corporations will eventually settle with the Philippines' Bureau of Internal Revenue. The latter has nothing against them investing inside borders as long as the 30% corporate income tax is paid, which is a significant boost from the initial estimates of 5%. For a brief period of time, they were allowed to pay 10% but this is only a temporary measure and those who plan on investing here should be well aware of these legal prerequisites. Online casinos are not subject to the same regulations, which explains why it is much easier for them to establish a presence in the Philippines. DALIAN, China — In April, on the 69th anniversary of the founding of China’s Navy, the country’s first domestically built aircraft carrier stirred from its berth in the port city of Dalian on the Bohai Sea, tethered to tugboats for a test of its seaworthiness.
“China’s first homegrown aircraft carrier just moved a bit, and the United States, Japan and India squirmed,” a military news website crowed, referring to the three nations China views as its main rivals.
Not long ago, such boasts would have been dismissed as the bravado of a second-string military. No longer.
A modernization program focused on naval and missile forces has shifted the balance of power in the Pacific in ways the United States and its allies are only beginning to digest.
While China lags in projecting firepower on a global scale, it can now challenge American military supremacy in the places that matter most to it: the waters around Taiwan and in the disputed South China Sea.
That means a growing section of the Pacific Ocean — where the United States has operated unchallenged since the naval battles of World War II — is once again contested territory, with Chinese warships and aircraft regularly bumping up against those of the United States and its allies.
To prevail in these waters, according to officials and analysts who scrutinize Chinese military developments, China does not need a military that can defeat the United States outright but merely one that can make intervention in the region too costly for Washington to contemplate. Many analysts say Beijing has already achieved that goal.
To do so, it has developed “anti-access” capabilities that use radar, satellites and missiles to neutralize the decisive edge that America’s powerful aircraft carrier strike groups have enjoyed. It is also rapidly expanding its naval forces with the goal of deploying a “blue water” navy that would allow it to defend its growing interests beyond its coastal waters.
“China is now capable of controlling the South China Sea in all scenarios short of war with the United States,” the new commander of the United States Indo-Pacific Command, Adm. Philip S. Davidson, acknowledged in written remarks submitted during his Senate confirmation process in March.
He described China as a “peer competitor” gaining on the United States not by matching its forces weapon by weapon but by building critical “asymmetrical capabilities,” including with anti-ship missiles and in submarine warfare. “There is no guarantee that the United States would win a future conflict with China,” he concluded.
Last year, the Chinese Navy became the world’s largest, with more warships and submarines than the United States, and it continues to build new ships at a stunning rate. Though the American fleet remains superior qualitatively, it is spread much thinner.
“The task of building a powerful navy has never been as urgent as it is today,” President Xi Jinping declared in April as he presided over a naval procession off the southern Chinese island of Hainan that opened exercises involving 48 ships and submarines. The Ministry of National Defense said they were the largest since the People’s Republic of China was founded in 1949.
Even as the United States wages a trade war against China, Chinese warships and aircraft have picked up the pace of operations in the waters off Japan, Taiwan, and the islands, shoals and reefs it has claimed in the South China Sea over the objections of Vietnam and the Philippines.
When two American warships — the Higgins, a destroyer, and the Antietam, a cruiser — sailed within a few miles of disputed islands in the Paracels in May, Chinese vessels rushed to challenge what Beijing later denounced as “a provocative act.” China did the same to three Australian ships passing through the South China Sea in April.
Only three years ago, Mr. Xi stood beside President Barack Obama in the Rose Garden and promised not to militarize artificial islands it has built farther south in the Spratlys archipelago. Chinese officials have since acknowledged deploying missiles there, but argue that they are necessary because of American “incursions” in Chinese waters.
When Defense Secretary Jim Mattis visited Beijing in June, Mr. Xi bluntly warned him that China would not yield “even one inch” of territory it claims as its own.
‘Anti-Access/Area Denial’
China’s naval expansion began in 2000 but accelerated sharply after Mr. Xi took command in 2013. He has drastically shifted the military’s focus to naval as well as air and strategic rocket forces, while purging commanders accused of corruption and cutting the traditional land forces.
The People’s Liberation Army — the bedrock of Communist power since the revolution — has actually shrunk in order to free up resources for a more modern fighting force. Since 2015, the army has cut 300,000 enlisted soldiers and officers, paring the military to two million personnel over all, compared with 1.4 million in the United States.
While every branch of China’s armed forces lags behind the United States’ in firepower and experience, China has made significant gains in asymmetrical weaponry to blunt America’s advantages. One focus has been in what American military planners call A2/AD, for “anti-access/area denial,” or what the Chinese call “counter-intervention.”
A centerpiece of this strategy is an arsenal of high-speed ballistic missiles designed to strike moving ships. The latest versions, the DF-21D and, since 2016, the DF-26, are popularly known as “carrier killers,” since they can threaten the most powerful vessels in the American fleet long before they get close to China.
The DF-26, which made its debut in a military parade in Beijing in 2015 and was tested in the Bohai Sea last year, has a range that would allow it to menace ships and bases as far away as Guam, according to the latest Pentagon report on the Chinese military, released this month. These missiles are almost impossible to detect and intercept, and are directed at moving targets by an increasingly sophisticated Chinese network of radar and satellites.
China announced in April that the DF-26 had entered service. State television showed rocket launchers carrying 22 of them, though the number deployed now is unknown. A brigade equipped with them is reported to be based in Henan Province, in central China.
Such missiles pose a particular challenge to American commanders because neutralizing them might require an attack deep inside Chinese territory, which would be a major escalation.
The American Navy has never faced such a threat before, the Congressional Research Office warned in a report in May, adding that some analysts consider the missiles “game changing.”
The “carrier killers” have been supplemented by the deployment this year of missiles in the South China Sea. The weaponry includes the new YJ-12B anti-ship cruise missile, which puts most of the waters between the Philippines and Vietnam in range.
While all-out war between China and the United States seems unthinkable, the Chinese military is preparing for “a limited military conflict from the sea,” according to a 2013 paper in a journal called The Science of Military Strategy.
Lyle Morris, an analyst with the RAND Corporation, said that China’s deployment of missiles in the disputed Paracel and Spratly Islands “will dramatically change how the U.S. military operates” across Asia and the Pacific.
The best American response, he added, would be “to find new and innovative methods” of deploying ships outside their range. Given the longer range of the ballistic missiles, however, that is not possible “in most contingencies” the American Navy would be likely to face in Asia.
Blue-Water Ambitions
The aircraft carrier that put to sea in April for its first trials is China’s second, but the first built domestically. It is the most prominent manifestation of a modernization project meant to propel the country into the upper tier of military powers. Only the United States, with 11 nuclear-powered carriers, operates more than one.
A third Chinese carrier is under construction in a port near Shanghai. Analysts believe China will eventually build five or six.
The Chinese military, traditionally focused on repelling a land invasion, increasingly aims to project power into the “blue waters” of the world to protect China’s expanding economic and diplomatic interests, from the Pacific to the Atlantic.
The carriers attract the most attention but China’s naval expansion has been far broader. The Chinese Navy — officially the People’s Liberation Army Navy — has built more than 100 warships and submarines in the last decade alone, more than the entire naval fleets of all but a handful of nations.
Last year, China also introduced the first of a new class of a heavy cruisers — or “super destroyers” — that, according to the American Office of Naval Intelligence, “are comparable in many respects to most modern Western warships.” Two more were launched from dry dock in Dalian in July, the state media reported.
Last year, China counted 317 warships and submarines in active service, compared with 283 in the United States Navy, which has been essentially unrivaled in the open seas since the collapse of the Soviet Union in 1991.
Unlike the Soviet Union, which drained its coffers during the Cold War arms race, military spending in China is a manageable percentage of a growing economy. Beijing’s defense budget now ranks second only to the United States: $228 billion to $610 billion, according to estimates by the Stockholm International Peace Research Institute.
The roots of China’s focus on sea power and “area denial” can be traced to what many Chinese viewed as humiliation in 1995 and 1996. When Taiwan moved to hold its first democratic elections, China fired missiles near the island, prompting President Bill Clinton to dispatch two aircraft carriers to the region.
“We avoided the sea, took it as a moat and a joyful little pond to the Middle Kingdom,” a naval analyst, Chen Guoqiang, wrote recently in the official Navy newspaper. “So not only did we lose all the advantages of the sea but also our territories became the prey of the imperialist powers.”
China’s naval buildup since then has been remarkable. In 1995, China had only three submarines. It now has nearly 60 and plans to expand to nearly 80, according to a report last month by the United States Congressional Research Service.
As it has in its civilian economy, China has bought or absorbed technologies from the rest of the world, in some cases illicitly. Much of its military hardware is of Soviet origin or modeled on antiquated Soviet designs, but with each new wave of production, analysts say, China is deploying more advanced capabilities.
China’s first aircraft carrier was originally launched by the Soviet Union in 1988 and left to rust when the nation collapsed three years later. Newly independent Ukraine sold it for $20 million to a Chinese investor who claimed it would become a floating casino, though he was really acting on behalf of Beijing, which refurbished the vessel and named it the Liaoning.
The second aircraft carrier — as yet unnamed — is largely based on the Liaoning’s designs, but is reported to have enhanced technology. In February, the China Shipbuilding Industry Corporation disclosed that it has plans to build nuclear-powered carriers, which have far greater endurance than ones that require refueling stops.
China’s military has encountered some growing pains. It is hampered by corruption, which Mr. Xi has vowed to wipe out, and a lack of combat experience. As a fighting force, it remains untested by combat.
In January, it was embarrassed when one of its most advanced submarines was detected as it neared disputed islands known as the Senkaku in Japan and the Diaoyu in China. The attack submarine should never have been spotted.
The second aircraft carrier also appears to have experienced hiccups. Its first sea trials were announced in April and then inexplicably delayed. Not long after the trials went ahead in May, the general manager of China Shipbuilding was placed under investigation for “serious violation of laws and discipline,” the official Xinhua news agency reported, without elaborating.
Defending Its Claims
China’s military advances have nonetheless emboldened the country’s leadership.
The state media declared the carrier Liaoning “combat ready” in the summer after it moved with six other warships through the Miyako Strait that splits Japan’s Ryukyu Islands and conducted its first flight operations in the Pacific.
The Liaoning’s battle group now routinely circles Taiwan. So do Chinese fighter jets and bombers.
China’s new J-20 stealth fighter conducted its first training mission at sea in May, while its strategic bomber, the H-6, landed for the first time on Woody Island in the Paracels. From the airfield there or from those in the Spratly Islands, the bombers could strike all of Southeast Asia.
The recent Pentagon report noted that H-6 flights in the Pacific were intended to demonstrate the ability to strike American bases in Japan and South Korea, and as far away as Guam.
“Competition is the American way of seeing it,” said Li Jie, an analyst with the Chinese Naval Research Institute in Beijing. “China is simply protecting its rights and its interests in the Pacific.”
And China’s interests are expanding.
In 2017, it opened its first overseas military base in Djibouti, on the Horn of Africa, saying that it will be used to support its participation in multinational antipiracy patrols off Somalia.
It now appears to be planning to acquire access to a network of ports and bases throughout the Indian Ocean. Though ostensibly commercial, these projects have laid the groundwork for a necklace of refueling and resupply arrangements that will “facilitate Beijing’s long-range naval operations,” according to a new report by C4ADS, a research organization in Washington.
“They soon will be able, for example, to send a squadron of ships to somewhere, say in Africa, and have all the capabilities to make a landing in force to protect Chinese assets,” said Vassily Kashin, an expert with the Institute of Far Eastern Studies of the Russian Academy of Sciences in Moscow.
The need was driven home in 2015 when Chinese warships evacuated 629 Chinese and 279 foreigners from Yemen when the country’s civil war raged in Aden, a southern port city.
One of the frigates involved in the rescue, the Linyi, was featured in a patriotic blockbuster film, “Operation Red Sea.”
“The Chinese are going to be more present,” Mr. Kashin added, “and everyone has to get used to it.”
